Dorcas Hernandez

Dorcas Hernandez is an entrepreneur and founder of D International Consulting Corporation, an international company that assembles trips for business executives and government officials coming to the United States from Central and South America. Hernandez is responsible for ensuring her clients meet their objective of expanding their business operations into the United States. She facilitates relationship building among her clients, American business executives, investors, and appropriate politicians such as U.S. Senators and Representatives.
Hernandez was born in the city of La Oroya, Peru, in the Andes Mountains, to Julio and Miriam Rosas, Senior Pastors in the Christian and Missionary Alliance Church. When she was four, her family moved to Lima, where her father was president of the Evangelical Churches of Peru. During her youth in Peru, Mrs. Hernandez and her family were victims of multiple direct attacks by Communists, including one home invasion by five armed terrorists who tied her family and threatened their lives while they ransacked the house. She also watched the effects of a Socialist national government on the Peruvian economy, resulting in long lines to buy basic foodstuffs and the rationing of water and electricity in homes.
By age fourteen, Hernandez was already a language interpreter for official visitors to Peru, such as business executives, medical personnel, motivational speakers, and ministers. Within a year, her responsibilities grew to decision making and planning entire international trips. Hernandez was Campus Director of the Flamingo Road Church, a Peruvian satellite of a South Florida church, where they raised funds to rebuild two orphanages in Peru.
In Lima, Hernandez built a community of 500 English-speaking expats from all over the world, including Protestants, Catholics, and Jews. Later, she was the Campaign Manager for her father, Congressman Dr. Julio Rosas, in 2011 and 2016 when he won election, and re-election, to the Peruvian National Congress.
In March 2017, Hernandez was the public relations Coordinator of a nationwide rally in Peru that attracted 1.5 million marchers in Lima alone. The movement, named #ConMisHijosNoTeMetas (“Don’t Mess with My Children”), mounted simultaneous demonstrations in each of the 24 Peruvian states. As a result of the demonstrations, the National Congress of Peru changed its legislative plans to give more consideration to the demands of the Peruvian parents and families.
Hernandez has been active in charity work, serving her local community since coming to America, including working closely with a group of retired Peruvian Air Force officers living in South Florida to provide humanitarian relief to earthquake victims in Peru and hurricane victims in Central America. Hernandez was a key coordinator for collecting and distributing donations of basic necessities.
Hernandez was educated in Peru, studying business, including administration and marketing, at the Peruvian University of Science (UPC) in Lima. Since coming to the United States, she has participated in ongoing professional development activities, including becoming a delegate to a one-week Illinois-based conference on Peruvian educational reform, where speakers included the late Congressman Sam Johnson (R-TX) and then-Governor Sonny Perdue (later U.S. Secretary of Agriculture). In 2017, she obtained a Certificate of International Leadership in Defense and Security.
On June 13, 2019, Hernandez proudly became a U.S. citizen. She commented at the time: “Florida lights up my heart, as the best moments and memories of my life are here.” She is married to Lieutenant Ralph Hernandez, a firefighter and paramedic with more than 20 years of service to the residents of Palm Beach County at PBC Fire Rescue. They are raising two teenagers.
